Bugungi kunda dunyo bo‘ylab ekologik toza va barqaror energiya manbalariga talab ortmoqda. Global iqlim o‘zgarishi va tabiiy resurslarning tugashi masalalari energiya ishlab chiqarish sohasida yangi yechimlarni izlashni talab qilmoqda. Mintaqada so‘nggi yillarda global iqlim o‘zgarishi, qor va yomg‘irlarning kam bo‘layotganligi, muzliklarning va yirik daryolar havzalarida, kichik daryo va soylarda suv miqdorining kamayib borayotganligi, shuningdek, transchegaraviy suvdan foydalanish muammolari tufayli respublikada o‘rtacha yillik 51 – 53 mlrd m3 suv resurslaridan foydalanilmoqda (97,2 foizi daryo va soylardan,
1,9 foizi kollektor tarmoqlaridan, 0,9 foizi yer ostidan). Ko‘rsatkich ajratilgan suv olish limitiga nisbatan 20 foizga qisqargan.
